Why not market your library?

In this qualitative study, I will interview four librarians in a public library with high per capita circulation but that chooses to use very little (if any) internal or external marketing, as well as interviewing two librarians in libraries of comparable circulation that do implement marketing plans. I will use this information to help determine what causes some libraries to ignore marketing as a means to increase overall circulation.
